Sorry to see it close down but I'm not surprised. What surprises me consistently is the fact that these places operate for quite a while with no problem and then all of a sudden get shut down. I have my doubts that a long-spanning investigation was being done. I had been traveling up to Toledo for the better part of a year in this place was operational the entire time. I feel like there's some sort of semi-annual culling that Leo does just to make the public feel like they're actually doing some work. I wouldn't be surprised if it was a Leo trying to get a regular appointment and got pissed off.
